Good GoPro/Action Cameras for Biking

I'm tired of getting hit and experiencing the adrenalin rush of near misses by senseless idiots. I actually have one semi-recent hit from last fall on video from a nearby bar if ya'll wanna see that.

But, I'm getting tired and would like to buy a Gopro style camera that could be mounted to either a bike helmet or to the bike's handle bars. I want it to be good enough quality to catch license plates of cars so in case I get hit and ran on (like that one time) I can forward it to police and get just compensation. I would also forward the numerous traffic violations that I see. For example, on my ride today out to the gas station to get some beers and slushi I saw multiple, multiple people turning without a blinker/indicator on. One nearly hit me while crossing the street. I want to report these idiots.

Budget: ~ $100 for camera, and another $20 for needed mounting stuffs.
