I think it would be best to place my shop in the town that already has a shop (gasp such strategy much wow) so I'm thinking
Shop in MemeVashVille to the right of the shop that's already there
Tavern in InspirMemeTropolis to the left of the other tavern (with you putting your tavern to the left of that again Insp?)

So it's better there if Inspir doesn't play his tavern (as otherwise you just add +3) to that area, and considering that inspir should likely play his park (and add 6 points to MemeInspirTropolis), that's a very likely scenario. The main reason for playing the park over the tavern is that parks need to be adjacent to each other, whereas taverns do not, so you can recoup that cost later.
Still either play is probably fine.
Insp wouldn't play his Park in IMtropolis, that would force him to play his Tavern in a city with no Tavern synergy - I have to stick with this.
Shop to the right of the Shop in VashMemeVille
Tavern to the left of the other Tavern in IMtropolis (and I'm happy for you to go down from there if you want @Insp)

I have to go Shop in VashMemeVille, so my house will be going in InspirMeme
I'm actually thinking the factory would be worthwhile here? It's a 1pt boost to every house that we probably won't be able to pick up later on, whereas we'll almost certainly run into another office at some point.

@Vash I'll go with the House-Park in ours, yeah. I think the only good way of connecting the parks is to put my tile to the left of your top tile?
So it's like
H P P
- - H
If we align that so your tile is underneath our current house and mine is under the two taverns, we have a nice way to add another park to the group at a later date.
@Insp what are your thoughts on ours? Weirdly your Shop might be the best call here, because it adds 1 to every house and is a 2 pointer even by itself, whereas the Tavern is going to be a 1 point dead tile that does nothing in our city (and will combo with the one Rando is adding here in your other one).

@Vash my preference would be the one on the right because ideally we want to pick up one factory next round (for the houses) and in the left configuration the only position we could play it would be one where we can't actually place a tile yet, unless we wanted to block our shop row.
In the other configuration we have 3 potential factory placements - left of the tavern and in the bottom left corner if we build out left, or to the right of the park if we build out right.
I also don't think parks have to be in an L shape to score.

@Insp there's only one good spot for me to place my park next to our current park in a way that doesn't murder the points on the house on your tiles, so ima
Place my park below the current park
I think our best option for your tile would be to build off to the left with the shop on the bottom row, since that gives us the opportunity to build a row of up to 3 shops whereas anywhere else maxes out at just the one.

@Vash My thought process was that since we're passing up, you're more likely to run into another Bed Tavern before the end of the game than I am (unless there was one in the hand you just had, but in that case it doesn't matter which city this one goes in)
Sorry if I overlooked something, was quite tired when I posted that... but I'm not as tired now and I still don't see a flaw in that reasoning

Vash - I think the best choice here is to build out left with the shop on the top row (obviously) and the bed tavern adjacent to the house?
I don't see an advantage to building right but I could be missing something.
Insp - I think the best play here is Factory on the top row and House in the bottom left corner?
Leaves an opening for a Park next round and means we can take one more factory if there is one without it neutralising a house.

Depends on what you're passing me, if I get an office next turn it would be better in the corner for the bonus. If I don't but do get a park then bottom left is probably best.
I'm apparently not allowed to talk about what was in the hand but from this I think bottom left would be best
