It's better to treat everyone who submits as a player in the round.

People submit their answers. If they submitted for the round, they get a chance to guess when you do the mixed reveal. Everyone who guesses presumably gets at least one point for guessing themselves. People who don't guess get nuthin' and that's on them. Keep 'em submitting things, keep 'em scoring, keep 'em engaged.
