This game is based on
Nomic. Our first game can be found
here. I am, however, making a few changes. In this game, you are in control of what happens, how it happens, when it happens, and how you win. There are a set of golden rules and silver rules below that govern how rules are created and other miscellaneous bookkeeping but the rest is up to you.
No rule will require moderator action in shorter duration than 24 hours. In other words, I will update at least every 24 hours and a rule cannot require me to make updates in less than 24 hours.
Rules are proposed by sending the moderator a PM with your proposal. The mod will then post the rule in the first topic to be voted on. Votes are cast by typing

in this thread. Proposals to revoke rules in play are handled the same way. Note: this is different from the first
Nomic game. The reason for this change is twofold. First, it protects the numbering scheme which got confusing and second, it ensures people do not edit their rules in thread.
The moderator reserves the right to veto rules that make it impossible or extremely difficult for me to moderate the game and verify its results.
I am the moderator. What I say goes. You can and will be modikilled if I feel you are ruining or distracting from the game. But you would have to do a lot to get modkilled.

No player is allowed to edit a vote after it is cast. If a mistake is made, the player must use an Edit by way of post (EBWOP) to make changes to votes. Unless explicitly resricted by any other rule, players may edit other parts of their posts.
Golden Rules may not be changed. Golden rules can be added by a unanimous vote but once a golden rule becomes a rule it will remain a rule for the rest of the game.
Silver rules can be added, changed, and deleted, by a vote of 2/3 majority + 1.
Any rule that is proposed will adopt the highest level of voting associated with the rule (e.g. if a rule changes a golden rule and a silver rule it will require unanimous consent to pass).
Golden rules and Silver rules do not count toward any rule limitations.
- Whenever there is a protest with a moderators ruling, any player may protest. The player has exactly 1 post to post
Prostest Moderator's Decision
and make their case. The moderator has convened a three person panel to deal with all protests. Once a decision is made there will be no more comments about it and no more protests allowed for that particular decision. The panel will remain anonymous.
A proposed rule must reach a 50% + 1 vote majority of yay votes before it is added to the rule set. Every player has exactly one yay or nay vote. It is assumed that the person who proposes the rule has submitted a yay vote for the rule.
Once a rule is officially added to the proposal list in the first thread, it will stay there for a period of one week before it is removed from consideration. However, rules may be reproposed.
There shall never exceed a maximum of 25 rules at any time during the game.
When two rules contradict, the rule with the lower rule number takes priority.
If a rule is repealed, the effects of the rule remain in effect unless the effect no longer makes sense in context of the game.
The moderator may propose rules but does not get a vote.
Note: I, as the moderator am here to help facilitate your rules. I may, as the need arises, expand on rules to create a obtainable result (e.g. add procedures to create factions if they are to be formed.) I also reserve the right to add Golden Rules or Silver Rules if there is anything that has been neglected.

Rules Currently in Proposal Phase
(portions in red indicate portions of the rules that are unenforcable due to reasons specified at the time of acceptance. These "red" portions of the rule may change as more rules are added)
NomicBucks ($$$) are hereby re-declared as the game's currency and scoring system.
If a proposal expires, each eligible voter who didn't vote on it loses 50 $$$. Anyone who has had their voting privileges confiscated for whatever reason cannot be fined by this rule.
The mod will make a 4x4 grid and will keep it updated.
Each player can buy a place on the grid for 500
Nomic Bucks.
On the passing of this rule, all players get 1000$$$. If a new player joins the game he/she is given 1000$$$.
The mod shall keep a running balance for each player.
Any player who does not post within the thread for a period of two weeks is no longer considered a voting player, and loses their ability to vote on proposals. Their vote no longer counts towards any tabulation of votes, and they are no longer considered a player for the purposes of tabulating the needed votes for majorities, pluralities, unanimity, or any other number of votes. These players are placed on a new list in the OP, the "Hiatus list". Players may ask to be re-instated as a full player from the hiatus list by making a request in thread and being voted back in by majority vote.
Players on the Hiatus list may not be declared the winner of
Nomic II.
Every three days, each player is given 100$$$ which he must give to another player of his choice, by PMing the mod. A player needn't necessarily send only one player money, but may divide the sum as he sees fit or dispose of part or all of the sum. A player may not give himself the money.
The format of the PM must be:
<playername1> <amount of money>
<playername2> <amount of money>
etc...
The Items:
There are 100 unique items introduced into the game by the mod. Each person initially receives 3 free randomly chosen items for their inventory. Each player is also given their own unique list of 5 randomly generated items that can be used to attempt to kill a player and a list of 5 randomly generated items to save a player. Players can acquire items three ways:
1) open trading in the forum (bolded for moderator to see).
2) private trading (must be confirmed via PM by all parties).
3) buying from the marketplace. (bolded for moderator to see when supplies are available).
Items available for trading can be currency, favors, items, votes, or any combination thereof. This will be enforced by the moderator and all trades are binding.
The Marketplace:
The moderator will maintain a list of the items and how many are available in the first post. There will initially be 5 of each item available for purchase and each item will have a randomly generated price between 10$$$ and 2000$$$. The prices will be changed by random generation each week 3 of each item will be added for sale each week. Items may be sold to the marketplace at a 50% markdown of the price. When an item is sold to the marketplace it is added to the inventory of the marketplace.
Using Items:
Once acquiring the items needed to attempt a kill on a player. The owner may PM the moderator with their instructions to kill a player. Making this attempt destroys the items used. The player can make an attempt with a minimum of 1 item on their list or up to 5 items on their list. The breakdown is as follows:
1 item - 20% chance player will be killed if not saved.
2 items - 40% chance player will be killed if not saved.
3 items - 60% chance player will be killed if not saved.
4 items - 80% chance player will be killed if not saved.
5 items - 100% chance player will be killed if not saved.
Note:
Players may not use duplicates of an item to raise the chances of success. (e.g. a player who's list has items A,B,C,D,E must use all 5 items to get a 100% chance at the kill, not 5 of item A).
The mod will then post in thread that the targetted player has been scheduled for execution and the associated percentage possibility for the kill. All players have 48 hours to either let the player die or save the player. In order to save the player, the person must have the items necessary to save the player and submit a PM to the mod indicating they wish to save the specified player. This will destroy the items used. The same breakdown of items used effects save (i.e. 20/40/60/80/100% save chance). Each attempt to save a player is separate and can not be combined with other attempts. If the kill is successful and there are no save attempts or all save attempts fail, the targetted player is removed from the game, may not return to the game, and therefore may not win the game.
Note:
If a player sends items to the mod to save/kill a player the items are still consumed even if the targetted player is killed or saved prior to the attempt actually being made (think of it as spoilage after items are combined).
Win Condition:
When there is only one player left in the game, that player is crowned the winner of
Nomic II.
Players may not carry more than 50 items at any given time.
When a player is killed, their items are placed in the marketplace for selling.
When a player attempts a Kill or Save, they may request the mod announce that specifically they were the ones attempting the action. If no preference is specified, the attempts remain anonymous.
When the grid is filled, the mod will roll two dice. The first die will be the row and the second die will be the column. The person who owns the square at that location wins 8000 $$$.
No new players can join
Nomic II upon passage of this rule. Moderator will merely remove the current text ""(Signups are open)"" from the subject line to reflect the fact. Any player removed or who removes themselves from the game also cannot rejoin.
Each player may buy one of the following abilities for 2500 $$$.

Reviver
- You may roll to revive someone who has died. If a 5 or 6 is rolled on a 1d6 the player is revived. You may only attempt this within 24 hours of the kill.
Speed Demon
- When you make a kill attempt, other players have only 24 hours to save the victim.
Bargain Shopper
- You get a 10% discount on all items you buy from the marketplace.
Negotiator
- You get a 10% markup on your price when you sell to the marketplace.

Vengeful
- When you are killed you may choose a player to attempt to kill as you die. All rules of killing/saving apply. Note: This attempt does not occur if you are revived.

Nosey
- You get to know who made kill attempts via PM.
Killer
- For every 3 players you successfully kill you receive one free 100% successful kill attempt.
Saver
- For every 3 players you successfully save you receive one free 100% successful save attempt.
Scientist
- You need one less item to make kill or save attempts. However, you may not make an attempt with 0 items. Your breakdown is: 1 item = 40% success, 2 items = 60% success, 3 items = 80% success, 4 items = 100% success
Bullet Proof
- Players who target you for a kill attempt require one more item to kill or save you. And may never have a 100% chance to kill you. A player targeting you has the following breakdown: 1 item = 0% success, 2 items = 20% success, 3 items = 40% success, 4 items = 60% success, 5 items = 80% success

Each player may only have one ability and the ability is known to all players. Also, only one player can hold any given ability (i.e. there is only one of each ability to purchase). When a player with an ability dies, the ability may be purchased again.
Once a player has an ability, they may change their ability for the cost of the new ability plus 500 $$$.
Abilities can be traded and sold to other players but all rules regarding abilities must be obeyed.
Any player whose balance is less than 0 for more than three consecutive days (72 hours) is ejected from the game.
The items of any player who is ejected from the game (not killed) are placed in the marketplace.
All rulings of the panel are publically announced.
Every player (does not include moderator) may propose rules anonymously, by saying so when PMing propositions.
Players may at any time /out and name a player not currently playing. The named player will then be able to join, retaining the current stats of the recently /outed player. A maximum of 3 days will be given to the named player to claim the spot.
A second/third/fourth win condition is declared: if at anytime all but 1 person is 'in the red' (i.e. has a negative balance), the player with the positive balance will be declared the winner of
Nomic II. This, P172 (if passed), P169 (if passed) and the win condition portion of Rule 15 will become a Silver Rule exactly 3 weeks after this rule is passed.
The act of placing a new proposal onto the proposal board for consideration by the players of
Nomic II may not be blocked by way of Protest to the Council, as it is no longer considered a moderator ruling. The moderator of
Nomic II has sole discretion on whether a new proposal is placed on the proposal board.
The winner(s) of
Nomic II will automatically have a free spot in
Nomic III if it is established, and will be given a second vote for the first two weeks of
Nomic III.
A player may pay 500$$$ to the mod to use the local blacksmiths, thus allowing that player to combine various ores acquired from the market place.
A player combines 3 ores to create a shield. These shields have various propertied according to the amounts of various ores used, as follows:
-Copper ore: If a kill attack on you fails, you take N*3% of the wealth of the player who tried to kill you, where N is the number of items that player used on you.
-Gold ore: Price of buying market items decreases by 1.5%.
-Iron ore: If a kill on an opponent fails, you steal two random items of his.
-Silver ore: Price of buying market items decreases by 1%.
-Zinc ore: Using a zinc ore in your shield negates the 500$$$ cots of creating a shield. Only one zinc ore can be used in each shield.
A shield can be made out of any combination of ores except entirely out of one type of ore.
If two same ores are used, their effect is additive. For example, for a player with a shield with two gold ores and a copper ore, prices in the market place go down by 3%.
If at any point there are only three active players with voting rights left in the game, all proposals are proposed anonymously.
If at any point there are only two active players with voting rights left in the game, the player with the highest balance wins.
The moderator will do her utmost to perform all monetary transactions without error. However, if the moderator makes a mistake in transactions involving
Nomic Bucks, and is unable to determine the exact $$$ amount of the error, the moderator will pay a compensation of 500 $$$ to the offended party. Note, all
Nomic Buck transactions are performed in whole dollar increments. Therefore, if partial
nomic bucks exist they are rounded down.
If a player who has commenced saving or killing actions is killed, ejected from the game, or place on the hiatus list, then all saving and killing actions by this player on other players are canceled immediately.
Once this rule passes, the perpetrator of the 6 kill attempts in post 875 shall be exposed by name in a post by the Mod.
