That would be one case where the Merchant could be used.

Merchant allows you to re-roll any # of non-frozen dice without having to invoke the "You must freeze a die before re-rolling" clause - which could be described as a free re-roll.

Practically every other card does that as well but more. Any card that gives +die is strictly better because just activating it and freezing the die even if it's useless allows you to then pick up your other dice and reroll them, so at worst they're equal to Merchant. Almost every manipulator gives you at least one correct die in most situations, which means free reroll+1 die guaranteed correct.

Even the Serving Maid that you're complaining about. As long as you're going for something 4+ every die has a 50% chance to roll a number that makes it better than Merchant.

Say you're rolling 3 dice, trying for 5s, if you roll any 5 you don't need to use a manipulator.
If you don't roll any 5s:
With Merchant you get to reroll 3 dice. Which gives about a 60% chance of rolling a 5.
With Maid you have a ~94% chance to rolling at least one 2-3-4, then you use maid, freeze that die and reroll the other 2, result: 2 rerolls + a correct die. ~6% chance that you actually lose a die, but then you still have the maid for next roll.

tbh I still think the Serving Maid isn't very helpful when I compare it to something like Philosopher, which is on the same power tier wrt when you can get it but is way more versatile

True, but Philosopher is one of the better cards and my point was that even the very weak Maid is still better than Merchant in most situations.
