Snakes is correct.

If Snakes wins this auction, he'll be out of Sun Tiles, but you won't - so it'll be your turn, and it will stay your turn until the game ends.

If you win this auction, you'll have one Sun Tile each; the game will continue normally. It'll be your turn after the auction (as if you bid, Snakes will be forced to pass no matter which tile you bid).

Either way, end of Epoch (and endgame, for the 3rd Epoch) remains the same: everyone is out of live Sun Tiles, or the ninth Ra Tile of the Epoch is drawn.
