Apologies if this has been asked before; I couldn't find anything in search.

I can completely sweep the Help! forum and even when there are no new posts, the forum is marked as unread. It fixes when using the master "Mark forums read" option in the index page, but I don't think it does when using the "Mark topics read" option in the forum itself. To my knowledge, Help! is the only forum that does this, so it's not the Global Announcement bug.

Is this just me?

i've had this issue too
and yes it is specifically in the help forums

I tihnk it's everyone.

I solve it for myself (after complaining at it every time) with the Mark subforums read in the Administration subcategory.

This is a known bug/quirk with phpBB3. The unapproved posts in a forum (spammers, in our case), which you can't see, still trigger the unread icon for all users.
Retired as of October 2014.

That would explain why it sometimes pops up without any new posts. (I'd been assuming I'd forgotten to press the mark subforums as read)
