Are hydra accounts considered alts and do all members of a hydra need to list the hydra name as alts?

for official purposes, yes. say one of the heads gets banned, the hydra must also get banned as that user has access to it. there are other intricacies but that is a major one.
they need not be public, but the modding team needs to know.
