PM Outbox v. Sent

What's the significance of a PM being in my Outbox? If it's there, was it sent, or is an additional action necessary to send it?

if it's in your outbox, it has not been read by any recipient and can be edited or deleted. If it's sent, it's been read by at least one person and cannot be edited or deleted.

But there's nothing more I need to do, the recipient just hasn't looked at it yet. Is that correct? (And thanks for the quick response.)
