No it isn't. There are town that has low content all the time. Ranging from bad players, trolls, new players, inactive, etc.

Also darkshadow's justification for low content is good, especially given he went to the extent of replacing out.

Also reminder that:

Deadline is like done almost now
Content is all we have to go off of in such a short game
Tenshii didn't look anything like this in the last game and he replaced a slot that looked like shit
Plurality is currently Momo and I don't like that one as much
