I have a issue in this game. It's really hard for me to use consumable items, such as fusion cores, stealth-boy, alcohol, chems... I keep on just not using them, thinking that there'll be a better time, but in my experience with all my games, I end up keeping everything until the end of the game, never using it.

What im asking is when i should be using those sorts of things? when is it "okay" for me?

Haha I'm the same, stockpile everything.
I save stealthboys for when I really need to not get caught, haven't had occasion to do so yet.
Fusion cores I have about 8-9, I use power armour for those missions where you have to clear out ghouls or raiders or mutants.
I rarely use chems because of addiction mechanics
Alcohol I keep a nice supply of for whenever I exceed carry weight

There are vendors in almost every friendly settlement I've met so far, and I have only explored about 20 places...

im now pretty close to getting to diamond city though

I'm not having an issue with ammo anymore, got a pistol that does enough damage to one shot normal enemies with a torso shot, it also does 15 aoe damage,so I walk into a ton, VATS, dead enemies.

What is a good build? I'm starting out right now, and I don't know what I should build. Can I combine a strength build with a charisma build?

You can mostly just play how you want. This isn't like Diablo where you'll get punished for not spec'ing a certain way. If you want to go Strength/Charisma, you'll probably get mileage out of Endurance as well. Mostly it comes down to what type of weapon you want to use, and buff those skills in particular (i.e. Perception if you go long-range, and pick up the rifle bonus damage)

Anyone using mods yet? I've found full dialogue to be helpful, and one that lets armor be placed over any clothing.

There's clipping on some of the puffier outfits but it looks good for suits, which is what I use for a quick charisma check.

I haven't left Power Armor since I found my first suit. Juggling Fusion Cores is adding a new layer of management that I like a lot. Speccing hard in Intelligence to get to Nuclear Physicist.

I'm putting points in charisma, because i REALLY want that local leader perk to make more power armor workstations to display my collection

I totally used that bug to get all stats to 10, I hated failing charisma checks
