Is the library sign or marquee or whatever on a lawn/across a parking lot so that it's by the road? If so that's intentional because the sign w/ name is chosen as the PokeStop over the actual building.

they removed step counts entirely

i mean it's smart if they're trying to get players to rely on lure and incense items for pokemon but

there are so many easy/simple steps they could take to make the game better and they're. taking steps in the opposite direction
