Let's talk about the passive that they have.
(1) Units move through Forest and Jungle in Friendly Territory as if they were roads. (2) These tiles can be used to establish City Connections upon researching The Wheel. (3) Caravans move along Forest and Jungle as if they were roads.
Ability 1 is fine, but you will remove forests and Jungle is like an okay bonus, but its only friendly territory. If it was all territory, its a different story.
Ability 2 suggest something that isn't true. It establishes City Connections in that a Habor establishes a City Connection. What it makes you THINK, especially with Ability 1 is that Forest and Jungle tiles are road tiles, which they are not. Say you have a City, a plains tile, a river, a jungle, a jungle, and a city. You don't want to waste money, you want to use your unique ability. What you should be able to do is build 1 road on that plains tile and that results in a City Connection. Yes, this establishes a City Connection.
But here is the big deal
Can you move military units across that?
Nope.
What happens is once you get engineering, your unit can cross the river for free.
Road tile to Jungle tile will still take full movement.
So once you cross the river, you are forced to take a dead stop.
The Forest and Jungle tiles will NOT connect with other roads. Transitioning takes full movement points.
And for Ability 3, who cares?
Also Civ 5 is extremely exploitable in things you can do. I'm not at all argueing it is a good game, Civ 6 is probably better as you say, but I enjoy Civ 5.
