I think rules 10, 11, and 12 aren't needed, yeah - those work well in themes or even normals but right now let's keep it to the basics. Newbie Games provide a stepping point for what players can expect from most mods. Like, it's great you're offering those but until it becomes site standard it's best to keep it out of Newbies.
Fallback rule is also cool in more unique games, but shouldn't exist here. Inactivity is on the scum team to avoid, or try to use to their roleclaim-related advantage should it happen.

The PTs otherwise look great. The additional playerlists and deadline there are helpful, if you're willing to commit to all the updating - nothing I can see in the scum or dead PT (besides the previously mentioned rules) that shouldn't be there.
As for votecount posts, it might be more of a personal thing, but I don't think using gradients within the votecount itself is the best idea? Just when people are quoting VCs and highlighting alignment colors, for newbies that'll be a lot of BBcode to work around. Gradients in the flavortext and below the

Yeah, as far as I know "no provable randomness" is site standard so it'd be a good idea.
As for cryptography, not sure how you mean it specifically - I know scum in Newbie games like to do the whole "if I post this word first, this is what I mean" when there's no daytalk, but that won't really apply here assuming the daytalk test is still in effect.

oh last thing, maybe elaborate on this? Prods aren't commonplace on other sites so a short explanation of the inactivity system would be helpful. (also, not sure what you mean by weekends - is this a standard thing?)

Re 24hr weekend: Oh yeah that's cool, thought it was like "24 hours until a prod on weekends" for some reason (even though that doesn't really make sense lol)
Oh yeah then that cryptography rule would be a good idea.

If a player hammers and I'm around but you aren't, would you rather have me 1) lock the thread and post the flip, 2) lock the thread and wait for you to post the flip, or 3) let them have Twilight until you arrive (unless you're on official V/LA or told me to close up otherwise)? I guess same question for cases when deadline hits without a lynch, too.

If you stole him directly from the queue, exactly as much time as you gave the original players (48 hours I'm assuming) is just courteous. Towards the end of that you might want to prepare a replacement in advance to mitigate having an empty slot the whole game.

I always push for confirmation and only announce "[player] has just confirmed" when it's happened properly - just a courtesy to the other players like "past this announcement you can be sure they're playing with their role in mind, whereas before they might not have been". Just a failsafe and gets players used to stricter mods.

Sorry, only just saw the thread update now.
I've had a fair amount of experience with the rule and while it's not the majority, it's normal enough that I'd say it should be fine - but check with Mina or any newbie game precedents, because I'm definitely no expert on that one. gray area.

shouldn't correct it, but that's not exactly it anyway - I don't think he plans on counterclaiming as he's already said in-thread he thought Azorius was a cop. in other words "long day 3 with conftown" means he thinks if kim was BP, he could divert the lynch and witch wouldn't be able to kill him going into day 3, as I understand it
