I would probably define a lurker as someone who posts below a certain frequency threshold. It's possible to post infrequently, but have every post have content.
I think the latter may be more of the issue but not playing is sadly a play style on this site.

I can safely say I have never seen them playing in the same game together and because anecdotal evidence is clearly all we need to call something fact, that must make it true!
People should make use of blacklists more. Also, having a blacklist thread where people can see who is blacklisting who and for what reasons might make people play better if they see a lot of people are not letting them into games.
When I was actively modding games I had a blacklist of serial flakers, serial lurker non-contributors and players who for other reasons I did not want to Mod. I never shared it because that’s really IMHO not necessary as long as Mods are policing their own games.
