About the 199 alisae, ircc pine did that because it would support his claim, he was also last mafia and made a gambit which is different than 2 mefia as of this game. Even if this might seems like nuances i still think the plays are different

Kokichi's plan today was to claim doc to get the towncred because he "stopped the kill"
He could have claimed commuter or bp and it would have had the same effect
he was going to plant himself as the "reason" there was no kill to get cred that will help him secure a win for F5 and F3.
It was a play to raise the chances of him winning the game.
