steel mill was pretty OP

there are certainly some tribes (gerudo 3.0, brode island, metazoa, purple reign) that more or less pagonged successfully if that makes them good to you or their opponents bad
penumbra managed to put themselves solidly in the passenger seat by merge time and had a pretty uphill battle to even be relevant
original zante did a pretty nice self-destruct as well
