Just a thought - past scummies winners should get the award as their title, but only the current year would get the
banner
e.g. all past winners of kodak moment get 'Kodak Moment' as their title (unless they already have a unique title), but only mastina gets the banner AND the title

Here are some cons you should understand, though. This would be a bit of work (get list of past scummy winners, filter out those who already have titles, create unique titles for the remainder, handle repeats and multi-winners-within-a-single year, assign them to the people on this list, repeat every year for expired winners), and easy to do wrong or in a way that's just cluttered. Furthermore, it could overshadow the current titling tradition and/or the titles of people who got their titles the traditional way.

These are valid cons. The work thing doesn't seem too bad, but most people don't have an actual idea of how much work it would be, nor would they be doing it.
The fear of overshadowing the currently titled is a big thing though. I don't think it would necessarily "overshadow" those titles, because those are each unique, while these other ones are only differentiated by the year of the award, BUT with multiple awards, the sheer bulk of text could make it more notable.
So the question becomes: Is someone who wins 5 scummies but doesn't have a current title, someone who should be more "unique" than someone who's been titled by the community?
It's sort of an accomplishments versus legacy question. Scummies being accomplishments, and titles being representative of the legacy and memories others have of you.
I feel like this discussion might be bigger than this thread per se. Lots of people do a lot of work around the scummies or are invested in the scummies but not in titles, and they ought to be explicitly involved too.
