Every day, the playerbase will vote amongst themselves who among them should be the Host of the World Congress. The Host gets an additional delegate for the day, and gets to choose a resolution from a list for the playerbase to vote on. The player with the second highest amount of votes for Host will choose a second resolution to vote for.

The Host receives an additional delegate (2 total delegates on Day 1) that they can assign to

support

or

oppose

World Congress resolutions like any other player. They also choose one of the two resolutions up for debate during an in-game Day's session of the World Congress. The runner-up only gets to choose a second resolution, and does not receive additional delegate(s). The World Congress functions almost exactly as it does in-game; as the game progresses, the Host will be given more additional delegates for

supporting

or

opposing

World Congress resolutions.

The extra delegate(s) from being selected as Host of the World Congress for a given Day are tied to the player's role as Host, not the player. There is a new Host selection every Day, and the number of delegates attached to the role of Host increases as the Day phases go on, as do the number of delegates players get automatically. Does that answer your question?

Is it possible for people to get extra delegates through means not via the World Congress?

1. Players will receive a certain number of delegates each Day (increasing as the Day phases go on) just for being members of the World Congress.
   
   (For example, each member-state receives 1 delegate on Day 1.)
   
   
2. Players who are elected Host of the World Congress for that Day will receive additional delegate(s) tied to the Host position.
   
   (For example, the Host receives 1 additional delegate on Day 1.)
   
   
3. There is a Host election at the beginning of each Day.

To clarify #3,

the previous Host (if applicable), retains their position and the delegates tied to it until a new Host is elected (if applicable)

Any "new" delegates a Host gets (from the Day phase, or from other sources) are always tied to the Host position and can be assigned to support/oppose candidates in the election of a new Host (if applicable), just as any delegate could be. This is all meant to function exactly as it does in-game.

Can mafia use the night kill + an ability if they are the last member of their faction?

A player cannot perform two actions, factional or not, at once.

In general, I have upheld Venmar's internal logic for the sake of continuity, but I disagreed with this ruling and made my own decision regarding this question. Scum who are the last living member of their faction would have been permitted to perform a role action (if they had one) and their Factional Kill during the same Night phase.

Also, votecount modifiers (such as Hated) are removed in a Lynch Or Lose scenario.

All of this is from the Mod PT. I won't be releasing the full thing because it contained a lot of unnecessary hand-wringing, both from Venmar early on about the setup's flaws, and later on by me about not feeling fully prepared to run this game by myself.
