Sure, I guess, but nothing can help you find draconic ore except flying around and looking with your own eyes.
Regarding digiminer, the alternative on nether drac is rftools quarry, filter out useless stuff. IIRC that does require pearls which digiminer doesn't, which means that digiminer fills a necessary gap for me. Both kinds of quarry require you to go move it periodically, so even if "OP" in terms of sucking a chunk dry it's still labor intensive. Compare that to all the void miners which are set and forget...
Honestly, most players are swimming in resources after a week or two of RL anyway. OP vs not-OP is only relevant during the startup phase. The key is oregen balanced so that those startup days/weeks are challenging without being a grind. Personally I hate having to manually mine cubic chunks in order to get enough diamonds and ore to progress, but I do want to manually mine
some
.
I like RFTDim because it has the potential for surface biome variety missing in other dimension mods. It also has the all cave biome that resembles nether with OW blocks. You can OP those but past the previously mentioned couple weeks of startup the OP-ness is what keeps certain players interested enough to stay on the server. On the Akliz servers, even with heavy exploration the lag has only been short term and not especially troublesome.

I think I agree re: RF Dims. It's kind of like MystCraft when it comes to customizing your own dimensions. Disastrous if done wrong but awesome if done right.
Feel free to add to the suggestion tab. That's where I'll be working from this weekend. The basics are there already.
Regarding Forestry.... the Forestry "package" is so friggin bloated man... look at all the mods you have to add just for this one thing:
* Binnie's mods
* Forestry
* Gendustry
* JEI bees
* magic bees
BUT I KNOW YOU GUYS LIKE IT SO I GUESS I'LL PUT IT IN But if that's what we're doing, the dimension mods are going to be at a minimum. i.e. no aroma dim or others that will have forestry generation
If you're worried about beehives in aroma -- aroma is almost all stone now and hardly anything generates there naturally.
Plus.. dimension whitelist/blacklist in config.

RS vs AE2..Have an opinion but ultimately both do the same same thing. My personal preference is AE2 but I do like tinkering with things. The AE2 channels do make you think about your layout. But, as we all know both do the same thing. Given a choice I prefer AE2.
[To clarify, given both are in the pack I'm more likely to use AE2 than RS, personally ]

Oh, and if you are going to include Nuclearcraft please (Please) include Immersive engineering. I know a few player think IE' s Excavator is OP but seriously, NC's Thorium worldgen is not enough to sustain any sort of decent RF generation over time.
And by the above I mean, Uranium. It can be used as a primary source of fuel.

Within seconds of startup, MC eats the entire 8 gigs I dedicate to it. I don't know what's causing this. It *USED* to only eat the entire 8 gigs after leaving it open for like 4 or 5 days without closing it. Now it's immediate. How do I fix?
Misunderstanding. I like Nuclearcraft. I think it is a pretty cool mod. The main point was if it is included, include a mod a mod that will let it work. Like IE. Otherwise turn up the world gen where it will work. As far as NC goes, I don't really care where it is included or not, but if it is, make it where it can actually work.

the main issue i had was the cluttered ore gen. i can definitely customize ore gen to where only certain ores generate at very specific y levels to avoid crowding if NC is a mod you all want to play with it would just take some research
