I was just thinking that if mafia were to start the game conversing with each other in the public thread, they might make a serious attempt at pointing the fingers at each other very early to dispel coinciding suspicion on both of them. I think RB's are so common in Normals, that it's almost likely there is one.

It was always very unlikely that Chill was going to NOT be the lynch there, so there was no need for a townie to FAKEclaim a "guilty" on Chill. (=to make sure the lynch goes through)

But scum!Ruby would have even less of a reason to do it.

If Chill were to have flipped a VT for example, Ruby would've basically handed herself in for the sake of..what exactly?
I know guys like you could make that move as town to play around with the situation a bit and stir the soup, but I'd say any intelligent scum just shuts up in a situation where they know a townie is falsely "guiltied".
They are happy to openly vote there and take the mislynch!

So to me it became: "town!Chill *DOES NOT EQUAL* scum!Ruby". Or something like that.

Scum!Ruby could have the motivation of faking a "doubled guilty" on Chill for the slight chance that people just accept them as town and the setup favors such play (doc-protection over a JK or something?).
