I misremembered a bit, it was actually him saying how he townread me for the first time. The other times he scumread me as scum. Whenever he's town he questions his read on me, so that's why i got it confused.

Normally I'd defend Kokichi but I've been incorrect on them the past few games

I believe Kokichi's claim and I believe that has to be a town role. Remote chance the role involves recruitment by scum (but he might have claimed more readily?), or third party BS. Overwhelmingly I think it's town though.
