I think you're missing the part where the ability basically does nothing and Hebi's claim had very little credence however you see it

No, it does a lot.

It’s hard enough to lynch scum this game. This is compounded by the protest ability, which while it may generally do nothing, makes it even harder to lynch scum and gives a 3p claim a lot of credence—it’s a good ability for 3p, but it makes zero sense from a balancing standpoint to give that ability to scum. “Oh, you caught scum? Well, I’m gonna make it where it seems like there is a negative consequence to lynching scum.”

I didn’t say I presumed there was—for all I know, it cod have been a trick—but at the same time, the flavour as well as the power itself actively discourages people from lynching scum and **makes people think that proceeding is a bad idea**.
