Also, let me go ahead and curse this game to its doom by adding the market... (it seems that whenever a game where you can make your own rules is created, and I add something like this to it, the game dies):
P008A player may choose to spend reputation in the market. No one may "reserve" or "pre-order" shares.
The price for the first share is 1 reputation, the next is 2, then 3, etc. Of course, we are all buying from the same supply, and so the price for the next share is equal to (# of shares currently owned by all players + 1).
You can also sell a share. The sell-back price is equal to the number of current investors.
The cooldown between any two market actions is 20 hours.


Or maybe I should think positive(ly?) and say, let us break that curse now!

If a player ever has 0 or negative hit points they are eliminated.


P017: Amend R306 by appending:
A player may spend 20 reputation to cause another player to lose 1 hit point.


P018: Amend R306 by appending:
A player may spend 25 reputation to cause another player to gain 1 hit point.


P019: If and when this proposal is voted in, all players who voted for it, and never voted against it at any point in time, will receive 50 reputation, and the usual bonuses will NOT apply.


P020: Create a new rule:
Rate-Limiting Proposals: A player may not make more than 5 proposals within the span of 60 minutes. However, withdrawing a proposal causes it to no longer count towards this limit.


(Actually, I would have combined 016-018 into one, but I thought some people may disagree with some things and not others.)
019 is not a rule, it is an effect that happens once and once only.

Elimination:
When a player is reduced to 0 Hit Points, they lose all their resources, items, etc and are not counted as a player. In 44 hours, they can re-join as though they are a new player.
This rule shall be inoperative if the Hit Points property is discontinued.


I wanted to find some way to add a clause to P024 that means that all future rules must take elimination into account and not end up with strange disputes, but I could not word it properly.

Also, HURT: P021 because it does not specify whether or not it applies retroactively. I would, however, support one that explicitly states it does NOT work retroactively.

Events/Effects: A player may use a proposal to create a one-time effect (or event, these terms are synonymous). The numbering system is E001, E002, etc. They will pass with majority approval; however, the proposal may give itself a stricter condition (not a weaker condition!) for passing instead.

Also, you can
heal
someone by spending 25 reputation. But really, what is the point of a "Hit Points" currency if you are not penalized for reaching 0? At least I made mine so you can re-enter the game.

Proposal P031: Amend rule R304 to state the following (red+strikeout = deleted text, green = added text):

New R304If players disagree about the legality of a rule or the interpretation of a rule, a player can request a Call for Judgement, beginning with CfJ001. Any player may propose a verdict for the disagreement, beginning with CfJ001-V1. Players use vote tags to support a verdict, in the form VOTE: CfJ001-V1.
A player may vote for multiple different verdicts. No player may vote for the same verdict multiple times.
Players who propose a verdict assumed to be voting for their own verdict until they vote otherwise.

Once a verdict reaches a majority of active player's votes, it is determined as the official ruling on the Call for Judgement,
unless two or more verdicts have a majority and not all players are voting yet.
. If all players are voting for a verdict, the verdict with the most votes wins. If there is a tie, the verdict proposed by the player with more reputation wins. If there is still a tie, the CfJ is not resolved until the circumstances change.[/color][/strike]

Replace the old text with "All new rules are mutable unless both (1) the proposal unambiguously stated it was creating an immutable rule and (2) the vote passed with a supermajority."


Proposition P035: Create 2 New Shop Items
New Shop Item: Win the Game
One player may spend 1200 reputation to win the game.
A group of N players may EACH spend the quantity 2400/(N+1) reputation to have the game end as a tie among those N players, so long as all such players agree.


Now that we have a shop, the last two sentences of R306 are redundant.
Proposition P036: Reorganize some rules. This proposition does 3 things:
(1) Amend rule R306 by deleting the third and fourth sentences.
(2) Add a new shop item: Attack (20 reputation): Cause another player to lose 1 HP.
(3) Add a new shop item: Strengthen (25 reputation): Cause another player to gain 1 HP.

OK, I guess P035 only creates one new shop item (I deleted the other one). And perhaps 2520/(N+1) would have been better, but who cares, we have a win condition now!
