The rule is there to prevent things like breadcrumbing via avatar choice--if you ask for someone to make you an avatar in a game and they make you that avatar and post it in that game, I wouldn't call it a rule violation for you to change it in game; similarly, if you are discussing changing an avatar mid-game and bring up options in that game, I wouldn't call it a rule violation for you to change it in game.
But, say you're in a UPick.
After you get your role PM, you change your avatar to be something related to your pick--that's absolutely a rule violation; from the moment you got your role PM, you knew what it was going to be.
Say you're in a game themed around, oh, say, pokemon.
Selecting your favorite pokemon before you have your role PM is fine.
Selecting the pokemon you got in your role PM after you got your role PM is not.
There's some honor-system involved, but mostly this rule's fairly self-evident for what's an outside influence and what's not.
