Do they?

They definitely care that they're seen to be producing content, sure. You could even say that they care whether their content is immediately scummy. But I find it FAR more likely that someone would read the first half as a line and post the same joke as is in the second half as someone who wants to seem like they're doing something than someone who actually thinks the joke is funny/worth making.

I don’t think it makes sense to assume his post was more likely to be scum than to be a joke
