((Seal of Fun Approval from Ducky (the worst) and Clemency. Loosely inspired by Jester Nightless))
The following rules are in place, so be sure to realize what the heck you are signing up for.
1: This is a completely Open Setup with a secret element. The Lyncher Target will get a Vanilla Townie PM and is not informed of their extra modifers. Only the Lyncher knows who their target it.
2: Despite some who may argue it, 3rd party ain't scum. If the Cop checks the Lyncher, they will get "Town" as their result. If they check the Secret Miller, they will get "Scum" back. Scum are self-explanatory.
3: if the Target is killed during the Night, the Lyncher leaves the game in shame. No reason to stay if you can't win, right? That said:
4: Even if the Lyncher is dead, hanging their target
results in their victory.
So be careful even if they die d1. The Target is still able to be lynched.
5: The game immediately ends if the Target is lynched. There is only 1 winning side in this 3 way battle.
6: Lynches are compulsive and and have Plurality in place. Whoever reached the highest amount first is lynched in the event of a tied vote. Nightkills are NOT compulsive. Scum can holster if they so choose.
7: Scum have daychat activated.
8: The game ends if both Scum are killed, or if they reach 50% of the living playerbase.
Sample role PMs below:
Lyncher
Goon
Cop

Scum don't out themselves in Jester Nightless when a Jester seems about to be lynched. Why would they out they are scum here? Seems like throwing away your wincon.
If anyone here good with EV winrates or whatever it is, rating it will be nice for any improvements I can make in the future.

Okay, valid strategy that only comes into play on the off chance the Cop
does
hit the Miller, in which case you say the Mafia will sacc a member in order to not lose. Semi-balanced then.
I know this isn't perfectly balanced, so what I want is "semi-balanced". Or fun enough that even though 1 side has an advantage, all parties involved can enjoy it with fun play.

I think the potential for scum to either counterclaim cop or out themselves in the event a guilty is claimed is pretty interesting. Like scum/lyncher could just as easily cc a cop claim, or scum could out themselves to claim their partner is the lyncher target (soft conftowning them to the entire list at the higher risk of letting the lyncher target go free).
Sorry if this sounds argumentative for the sake of it but why a watcher over a cop?
Another potential break: if scum's kill fails N1, and scum is subsequently lynched, it's in the interest of the lynched scum to accurately claim who they killed in twilight. Doing so makes the game unwinnable for the Lyncher.

That's the reason we made both the Miller/Target AND the Lyncher immune n1.
Sure they could waste more time trying to kill the lyncher, but at that point they also probably know who the Cop is, and the Lyncher also screws the town over... While the Cop directly hurts them.

If cop gets a guilty, he claims it. That player is lynched if still alive the next day. Scum has to kill the Lynchee if the cop didn't hit scum, or they lose to lynching the lynchee. I might work out the EV later, but I assume it's somewhere around 20/40/40.
Hmm. Weird. Lyncher should claim (either truthfully or cop) if he's about to be lynched. Which means it's not an explicitly bad idea for the lyncher to just claim D2 and act as a hammerer the whole game.
Town doesn't want to lynch the lyncher because it's a wasted lynch, but scum has no reason not to shoot them. Lyncher being shot prevents the Lynchee from being shot that night.
Basically, this setup is poorly balanced but probably fun in spite of it.
Well, that's for when I or whoever wants to run the setup to watch how strategies develop from interactions. But the same could be said for the Lyncher claiming Cop, or the Goons themselves.
Breaking the setup depends on the players, really.
