I wasn't even a part of this game during D1, but I still think I grasped the overall "feeling" near the EoD.
People weren't certain AT ALL, who was really gonna be the lynch.
So I think scum were either going to take the full benefit of a hard bus (I think we all know this wasn't the case with the flips), or at least TRY to make another wagon go through.
And in a situation where they can't clearly see what wagon is going through, and it's based on PLURALITY, NOT HAMMERING AT L-1, spreading out too thin or "far" from the biggest wagons would basically be the same as bussing.
