I don't think there's actually any card still in the deck that would work for killing random (or you) and if you get into Tokyo random will probably just win by going for points instead of hitting you.

There's one but I'm not sure if Gas Refinery has gone out. And it costs 6. But there is definitely a second evacuation orders.
