It was sarcastic, he can be the primary reviewer for it if you want :p

The reason the designations are fixed at the start is so that if a review stalls, there's accountability where the person getting their setup reviewed knows who to go to. If the primary reviewer stops reviewing it's totally fine for the secondary to take over.
