I have become totally fascinated about thinking of characters that do/don't fit these rules.
Questions:
Does "girl" imply youth, do the characters need to be children or at least teenagers?
Does the character need to be human before and after transformation?
Does the character need to be female before and after transformation?
Does the transformation need to be voluntary in the canon?
Does the transformation need to be temporary in the canon?
If the transformation is explained by sci-fi elements rather than magic is it disqualified (I feel like superheroes would be lame)?
Can the character be evil?

I mean, the strict definition would be fairly straightforward: Did the creator intend for this to be a "magical girl?"

Even if you prefer J.K. Rowling tweets over the concept of "The Author is Dead", the idea that a character only fits a trope if the author was aware of the trope when he wrote the character and specifically designed in an attempt to fit that trope is logically absurd. By that definition, Shakespeare didn't write a single "tragic hero", because he hadn't created the trope yet.

I suggest looking at the OP. The first three are soft yes's in that I'd ask FG if you want permission to bend the rules there.

Nothing is said about temporary or voluntary transformations. Nothing is said about technology/science being disqualifying. Nothing is said about villains not being magical girl fodder. All of those are perfectly acceptable RAW, and if GiF wants to change that he should.

Teal Dear: Make your case, and if GiF thinks it'll be fun/interesting he'll probably say yes.

I don't know what RAW stands for. The first three seem unclear based on the OP. The second two conflict with the setup design a bit. The evil prohibition was possibly implied by the Nyaruko example. And the scifi one I have no basis for whatsoever, I am tired of Marvel movies and am shamelessly trying to convince GiF to ban them, I guess by Socratic questioning.

Samus's dialogue is written pretty maturely in Metroid Fusion and implies she's a bit older in a few ways. That's not the most widely played title but it's still cannon. Freudian slip misspelling that I should not correct.

Did one of the past games include a Samus?

I kind of want my magical girls to be young just out of preference but if I find an older one that's just perfect I might not stick to that.

I always understood the trope to be stuff like Madoka Magicka and thought part of the idea was "kids can be strong too" thing like with Digimon. But I guess it's more of just a mirroring of typical male cartoon protagonists mirrored over for female target audiences.
But anyway if I did something like "Shyvana is a magical girl" or "Samus" is a magical girl where it's a character that could punch your lights out before transforming that takes some of the fun out of it and that's the problem with several older cantidates.

There's flashbacks to her childhood I think? And she's ~17 when she's with the Federation according to google, which would make her an adult at least when Prime happens.

I don't remember any flashbacks to Samus's childhood in Fusion, and the game centers entirely around an isolated and very recent tragic event and her relationship with a commanding officer so I doubt there's any that I forgot.

According to Wikipedia Fusion is chronologically last so it makes sense that samus acts mature in that game. She never leaves her suit in that game maybe she even has wrinkles who knows.
