The strategy is self-sabotage. It's essentially a Willy Wonka forward roll. It's done for cheap humor and it has the lasting effect of sowing a seed of doubt that harms town (if mastina is town). The only potentially beneficial strategy is self-serving.

I think it applies as a fairly generic scum move (asking for a protown action in a way to get it it shot down instead of actually considered). Regardless, probably a discussion to take to md.
I disagree that faking masons is objectively bad play, although perhaps the consistency with which mastina does it could make it so. It’s a more extreme version of an arbitrary townread, which I’ve seen used to good effect. It’s objectively good for scum mastina, and theoretically has the effect of lowering the kill rate on a high power slot (mason) while raising the kill rate on a low power slot (neighbor).
The risk is also low yield: mastina and her neighbor become ‘unlynchable’ but that just reduces the odds from n/m to n-1/m-1 for a scum lynch.
TL;dr I don’t think you can say it’s objectively bad play, regardless of how annoying you personally feel it is.
