I would bet that the people you played with are the exception rather than the rule.
Most people play equally aggressively as both alignments but the ones who don't are generally more aggressive as town. Being overly conciliatory is more often a scum trait.

Scum making throwaway votes on buddies early without seriously expecting them to lead to a lynch is something that happens all the time and can happen in almost any gamestate except an extremely trigger-happy one which this is not...

This is kinda what I was getting at; the CIA crumb could have easily been spun as a tracker or cop crumb. It seems like he was keeping his options open with it.
