Before we get started, I think our Nomic society should establish a few founding value(s) that we can base some of our decisions on~ (like a purpose~)
My suggested values/goals for this society are:
1) Our society should keep people invested into the society for the long-term
2) Our society should promote healthy growth of playerlist
3) Our society should allow for specific people to drop out without damage

Still don't think this is a good idea. We would need a bureaucracy to count the number of non-double votes and the idea of having votes be tied to activity seems like a barrier to new players.

These are the Allomancer ruleset:
R101: Authority of Rules
All players must always abide by all the rules then in effect. These rules only apply within the realm of the game, which consists of the wiki page and the game thread, as well as anywhere else defined by these rules.
R102: Players
A player is considered active when they post /in in the game thread. A player is considered inactive if they have not posted in a week. An inactive player can be considered active if they post re-/in. Inactive players may discuss in the game thread, but may not submit or vote upon proposals. A player is also considered inactive if they post /out.
R103: Ability to Change Rules
No rule can be made to stop further amendments, additions, deletions or changes to the rules.
R104: Editing and Deleting Posts
No-one may edit or delete any post on the the game thread, with the exception of the initial post, which may be edited to display important information at the discretion of the moderator.
R105: Dominance of Immutable Rules
Immutable rules automatically override mutable rules unless an immutable rule specifies otherwise.
R106: Player Votes
All active players are eligible to vote and have a single vote.
R107: Transmutation of Immutable Rules
All immutable rules may be transmuted to mutable rules by unanimous consent. Immutable rules may not be amended or repealed unless first transmuted to mutable rules.
R108: Transmutation of Mutable Rules
All mutable rules may be transmuted to immutable rules by a supermajority.
R109: Voting Threshold Definitions
Unaminous consent is defined as 100% of the active votes in support. A supermajority is defined as greater than 2/3 of the active votes in support. An absolute majority is defined as greater than 50% of the active votes in support. A plurality is defined as having the most votes in support of it in comparison to the competing options. For the purposes of calculating the number of active votes, tally up the total number of votes possessed by all of the active players in the game.
I want to amend this ruleset because I don't like R108 as our starting rules and I want to add another clause of ratifying this "Constitution"

VOTE: Proposal 1: Subject of Currency
There shall be one and only one currency, the coin. All current players upon passage of this proposal shall start with 100 coins and the government shall start with 1000 coins in reserve. No new coins may be created without the consent of a supermajority.

I think we would need a judicial branch to determine if the effect that applies retroactively is significant enough to require a supermajority
Proposing that amendment to P006 if you want to rewrite it.

P017, Proxy Voting
You may give your vote for specified proposals to another active player using the HEAL: playername and proposal tags. You may also remove this right using the HURT: playername and proposal tags. You may not delegate your one vote to multiple different players. Players you have delegated your vote to may give their votes and your votes to another delegated player.

we are still in the birthing moments of this great society
and as such we need to feed our baby with the right nutrition to help it grow but we are all inexperienced lawmakers ( i think ) so the blind leads the blind welcome btw

Proposal P038 The Nomic Committee Room
Officially create a nomic thread called "The Committee Room" in Frogstar World B where discussion about creating extensive or small bills can be held before they are submitted to the floor for votes.
