Obviously all old bills are grandfathered in and lack the time limit. Players with more than one current proposal are also grandfathered in.
This proposal is designed to make the game easier to follow and prevent us from compiling dozens of bills that nobody particularly cares about. I think 4 days is plenty of time for most people to see a bill and vote- but I could be persuaded to slightly increase it if necessary.

I think before we vote on this one we need a proposal to pass limiting the communication we have to his board and public discourse until such a time where the needs evolve into something more complex.

Like for now i think we should only be able to talk in front of each other to limit the amount of in fighting there will be due to suspicion and a lack of a way to engage in subterfuge.

Active proposals:

P009
Yea (2) - Inferno, James
Nay (4) - NotMySpamAccount, Charles510, Aronis, Formerfish
Players will take turn in order of the player list, starting with player one and passing in descending order. Should a player not submit a proposal or motion turn within 24 hours, the player forfeits his turn and play passes to the next player. The turn is immediately passed when a player submits any number of proposals or motions. Once the last player on the player list has taken his turn, the turn cycles back to the first player.

P017
Yea (3) - OkaPoka, Formerfish, Charles
Nay (3) - Inferno, NotMySpamAccount, James
You may give your vote for specified proposals to another active player using the HEAL: playername and proposal tags. You may also remove this right using the HURT: playername and proposal tags. You may not delegate your one vote to multiple different players. Players you have delegated your vote to may give their votes and your votes to another delegated player.

P025
Yea (4) - NotMySpamAccount, Inferno, Charles, Formerfish
Nay (1) - OkaPoka
Amend R206 to state: "Votes for proposals should be done using the vote tags and include "Yea" or "Nay" or similar positive and negative markers and include the proposal number. A player can also abstain from voting; their vote will not be counted among the number of active votes."

P026
Yea (2) - NotMySpamAccount, Inferno
Nay (3) - James, Formerfish, Skitter
transmute R308.

P030
Yea (4) - Inferno390, James, Oka, Formerfish
Nay (1) - NotMySpamAccount
After all players have voted on a proposal that would require unanimous consent to pass, if the bill does not then pass, it gets a further 48 hours from the time of the last vote on the proposal so that all players may change their votes if they wish.

P033
Yea (4) - Formerfish, Oka, NotMySpamAccount, Inferno
Nay (1) - James
Until a time where this body decides to allow communication outside of the public view, all communication between members shall be made in the open and public to each of us equally. Removal of this ban of outside communication must be repealed with a unanimous decision and nothing less. A single holdout would prevent outside communication.

P035
Yea (3) - Oka, Formerfish, Charles
Nay (3) - NotMySpamAccount, Inferno390, James
Officially create a nomic thread called "The Committee Room" in Frogstar World B where discussion about creating extensive or small bills can be held before they are submitted to the floor for votes.

P036
Yea (4) - James, Charles, Oka, Spam
Nay (0)
Clause 1: Creates the Yea and Nay lists.
Clause 2: Any word or tag on the Yea list means "Yea", and any word or tag on the Nay list means "Nay".

P037
Yea (4) - James, Charles, Oka, Spam
Nay (0)
Clause 1: Creates the Inactive Proposal List and Active Proposal List.
Clause 2: Any proposal not on the Inactive Proposal List is considered to be on the Active Proposal List.
Clause 3: Proposals, once on the Active Proposal List, cannot be put on the Inactive Proposal List.
Clause 4: Any proposal on the Inactive Proposal List is inactive. Any proposal on the Active Proposal List is active.
Clause 5: Inactive proposals cannot be voted on, only be debated and altered.
Clause 6: Active proposals cannot be altered, only debated and voted on.

P038
Yea (4) - James, Charles, Oka, Spam
Nay (0)
Amend P031 to say: "1a. All proposals on the Active Proposal List will have a time limit of 96 hours. If the 96 hours elapse and a decision has not been reached on the proposal, it will fail. 1b. If more time to decide on a bill is deemed necessary, any player may motion to extend the time limit. 2. Each player is limited to one current active or inactive proposal. They must either retract it or wait until is passes or fails to create a new one. In addition, the total player body is only allowed to have seven proposals active at a time. Any proposals created beyond this threshold are automatically placed on the inactive proposal list."

We should have 8 active players, which means that all of these should either be able to be voted up or down or should have some discussion around why they should live or die.

We can take them one by one and talk about them, or people could call out ones they wanna talk about.

Anyone wanna throw out an idea?

I kinda feel like we are going in a direction we aren't ready for yet. We have money and nothing to do with it and we are trying to make a market to place things in it to buy without means of production, no way to feed ourselves right now and we are sleeping in the mud with leaves over us.

We need a leader and we need a direction.

We have created a treasury but no executive branch.

We are all proposing bills that have no cohesion and no real purpose other than they are things that seem cool.

If we were really setting up a government from scratch as a nomadic society that is transitioning to an agrarian one then there are things we would need to do before we make money and then allow people to get money for things we havent thought of or figured out a way to make or have yet.

I don't want to be a buzz kill, but we would end up like Roanoke.
