i think i'm going to model it after allomancer's last game - make a wiki page to track the rules and changes, while we vote and discuss on them here

A player is considered to be 'abstaining' on a proposition if they are not voting on it 48 hours after the most recent vote on the proposition has been cast. A player who is abstaining on a proposition will be considered to be voting 'no' on it.

^ maybe kinda clunky but i'm thinkign something like this will kill bills that nobody has strong opinions on / don't have enough votes to pass
