People can't anti-nom titles in a blanket statement, I don't think you can nth titles in a blanket statement.

Maybe an event that you can nom others for titles with no support. Like

Nom Papa Zito for Doot jr.

Then the title is approved by mod and they send to the user who can still refuse. Only limit is titles that break rules.

Then end of month, vote for best titles, rest go away.
