Rules Game

Setup:
There is a bag with 100 chips in it, 25
red
, 25
yellow
, 25
blue
, 25
green
. At the beginning of the game, players will receive 4 random chips from the bag.

Rules

1. Red,
yellow
, green, and blue chips are worth 1 point at the end of the game. Yellow chips are now worth twice as many points (2). At the end of the game, each player gains an extra point for each color of chip they have.
2. The game will consist of iterations of the following two rounds: First, the free round, lasting 48 hours, where players may submit any rule to be added to the game. Players may submit only one rule at a time. The rule can be literally anything. Then, there will be a voting round. All the submitted rules will be shown, and players will have 48 hours to vote in private whether to adopt the rule or not.
3.
New rules will be adopted upon a majority vote.
Whether a rule passes or not are based on the majority of people who vote on the rule, not on the majority of players. If this rule passes, it is used retroactively. If a player didn't send in anything during 1 whole round (1 rule and 1 vote) they are named and shamed and are removed from the players list and added to the shame list, any player on the shame list can join back into the game at any time by posting the following phrase:
"I am sorry for ruining the game, please forgive me!"

Also from this point onwards rules are accepted based on a majority of votes in total made on that particular rule (meaning if only 3 people voted on 1 particular rule, it would need a total of 2 yes votes to pass)

This game is for 7 non-anonymous players.
Every time a new rules phase starts one new player may /in in the game thread to join on a first come first serve basis. Players that join this way also draw four random chips.
5. Chips may be combined into new chips each round. This is irreversible unless a future rule changes that.
Red + Yellow = Orange
Red + Blue = Purple
Red + Green = Yellow
Yellow + Blue = Green
Yellow + Green = Lime Green
Blue + Green = Teal
6. Whenever a player submits a rule that is successfully ratified, that player will receive one random chip from the bag. If the bag is empty, it will be refilled with 25 red, 25 yellow, 25 green, and 25 blue chips.
7. You may combine 4 different colored chips to make 1 black chip

All black chips are worth 1000/total number of black chips in the game (so the more black chips the more worthless they are)

Total number of black chips is publicly known: 1
8. If a player has 3 chips of the same color, they can get 1 additional chip of that color. Each player can only get 1 new chip per round this way.
9. Whenever a player votes yes to a rule that doesn't pass, or votes no to a rule that does pass, they receive an indigo chip.
10. Players are allowed to trade chips. An offer must be made in the thread, upon which the other player must quote the offer and say ACCEPTED in bold.
11. All players' chip counts are public.
12. All requests for additional chips must be made publicly. The granting of chips will also be announced publicly if the requirements are met.
13. If a player's rule passes with at least double the amount of "yes" votes as "no" votes, that player is granted an additional extra chip.
14. The player with the most teal chips gets five bonus points. If another player ties their amount, then both players get five bonus points. If a player no longer has the most teal chips or is no longer tied for the most teal chips, then they lose the five bonus points they had previously been awarded under this rule.
15. Anyone with a green chip, no chip, or combined chip gets another vote (one more vote per voting round).
16. During Free Rounds, players who are not in may submit rules to put in the Rule Market. There may only be 5 rules in the Rule Market at a time. If 5 rules are already in the Rule Market, players cannot submit additional rules. Once per Free Round, instead of making a rule, a player may take a rule from the Rule Market. If they do, that rule disappears from the Rule Market and becomes their submitted rule. If a rule chosen from the Rule Market passes, the player who made the rule gets any rewards, in addition to the player who chose the rule. Any chips gained by this method will be made inactive, and cannot be used unless they join in via another rule, in which case they gain any chips they would've gotten. At the end of a given Free Round, the Rules Market is cleared.
17. All players are split into two teams randomly
18. A player may choose to abstain from voting on a rule in order to go fishing in any BIOMES that can be fished in. A player may abstain from as many rules as they want to and gain 1d6-4 (with all values below zero counting as one) rolls on that BIOME's fishing table. The results can be good or bad and each roll the player gets a random result.

BIOMES included in this rule:
Players:
* When Rolling to fish in this biome you gain one trading card with a random player's username, Current title, and avatar.

WIKIPEDIA:
When you roll this fishing table the mod clicks the random page on Wikipedia and you gain a chip named after the Wikipedia article. Chips generated in this way have no color and cannot be combined

OCEAN:
FISHING TABLE
a shark bites you and you lose one random chip
a squid squirts ink and one of your chips becomes back
You catch a tuna
You catch an octopus
You catch an anglerfish
You catch a lobster

The game ends when one of the following conditions is met:
1. Whenever a player has any chips and all other players have no chips, they win the game.
2. The first player to get 100,000 points wins! In addition, the player with the most points wins in addition to whoever wins, via any win condition.

Note:
Trolling this will be fun for 5 seconds. Winning this will bring eternal glory.

Diversity
At the end of the game, each player gains an extra point for each color of chip they have.
Chip Shuffle
Give all green chips to dsjstr, all blue chips to northsidegal, all red chips to menalque, and all yellow chips to creativemod1.
Yep and Nope Tokens
All players receive 1 'YEP' and 1 'NOPE' token
During the voting stage a player may use either tokens on a rule with the following effects (you must also cast a vote on this rule too):
-A 'YEP' token will automatically make the rule be approved
-A 'NOPE' token will automatically make the rule get refused
-If multiple tokens are played on one rule then whichever gets a majority will win, in the case of a tie the standard voting will decide a majority

You cannot play a 'YEP' token on a rule which would cause yourself to win this round
Combining Chips
Chips may be combined into new chips each round. This is irreversible unless a future rule changes that.

Equal Power

Anyone with a green chip, no chip, or combined chip gets another vote

The Great Points Rule

Orange is worth x^2, where x equals the value of (red - yellow)
Purple is worth the square root of x+2, where x is the value of (red + blue)
Lime green is worth x * y, where x is the value of green and y is negative yellow
Teal is worth blue + green

Ratification Reward

Whenever a player submits a rule that is successfully ratified, that player will receive one random chip from the bag. If the bag is empty, it will be refilled with 25 red, 25 yellow, 25 green, and 25 blue chips.

Rewarding Black Chips

Every time a player's rule proposition passes and becomes a real rule they gain one black chip.
After this rule is passed every player retroactively gains one black chip for every rule they have proposed that has also passed.
Players may submit an extra rule for every two black chips they possess.

Creating Black Chips

You may combine 4 different colored chips to make 1 black chip

All black chips are worth 1000/total number of black chips in the game (so the more black chips the more worthless they are)

Total number of black chips is publicly known

3+1 Rule

If a player has 3 chips of the same color, they can get 1 additional chip of that color. Each player can only get 1 new chip per round this way.

The way I interpreted it is x is the point value of the chips. Right now, all chips are worth one point.
So

Orange is worth x^2, where x equals the value of (red - yellow)

Orange = (red-yellow)^2
Orange = (1-1)^2
Orange = (0)^2
Orange = 0 points

Rules Market

Any chips gained by this method will be made inactive, and cannot be used unless they join in via another rule, in which case they gain any chips they would've gotten. At the end of a given Free Round, the Rules Market is cleared.
Indigo Chips
whenever a player votes yes to a rule that doesn't pass, or votes no to a rule that does pass, they receive an indigo chip.
Stock Market
Players have the option to invest their hard earned chips into their very own independent stock market. Every color has their own stock and must be submitted separately. To calculate the growth/decay of a stock use the dice tag and role 1 dice that is double the chips put into the stock minus 1, except when only 1 chip is invested(see additional rules). The Stock Market allows players to gain/lose the number of chips they possess and will not affect the value. Every chip has a value of 1 unless any rule states otherwise.

Additional Rules:
- Every player is given 1 complimentary brown coin valued at 0
- When investing 1 chip you are allowed to use a 1d2
- You are only allowed to use the stock market once per round
- At the end of every round a mod will calculate the difference between the number of starting coins and the number of ending coins of every coin for every player add it together and provide an overview of the Rule Game Stock Market(RGSM) which is comprised of the independent markets.

Example:
3 Pink 1d5SEEDSTART1612825846SEEDEND[/dic3] rolled a 2
1 Brown 1d2SEEDSTART700424288SEEDEND[/dic3] rolled a 2
The player leaves with 2 pink chips and 2 brown chips


Transparency
All requests for additional chips must be made publicly. The granting of chips will also be announced publicly if the requirements are met.


Chip Trades
Players are allowed to trade chips. An offer must be made in the thread, upon which the other player must quote the offer and say ACCEPTED in bold.


Black Chip Revolution
Whenever a player has 10 or more black chips, all of them are redistributed equally to each player. Any leftover chips are discarded.


Private Black Market Bazaar
The player who proposed this rule gains a private thread where players may trade chips. No trading may occur outside of this private thread.
The owner of the private thread chooses who may access and post in the PRIVATE BLACK MARKET BAZAAR and can grant/revoke access whenever they choose.


Mod Rules
Each round the moderator makes up a rule which is automatically added to the game and isn't voted upon, furthermore the moderator will now break any and all ties

Endgame
The game will end once there are over 500 chips in the game, if at that point there hasn't been a win condition set then Save The Dragons wins

The total number of chips in the game is always publicly known, even if specific chips aren't known
Orange Chips
Upon the passing of this rule, Orange chips will be set to a value defined in the PM submitted to the mod by the player proposing this rule immediately after this rule is submitted. This value will not be made public.
Teams
All players are split into two teams randomly
Combined Chips, Combined Values
When chips are combined via rule 5, their values at the time of combining are added together to form the new chip's value. (This means that each combined chip has their own unique value.)
Race to 100000
The first player to get 100,000 points wins! In addition, the player with the most points wins in addition to whoever wins, via any win condition.
Hoarder
Whenever a player has any chips and all other players have no chips, they win the game.
Fishing
A player may choose to abstain from voting on a rule in order to go fishing in any BIOMES that can be fished in. A player may abstain from as many rules as they want to and gain 1d6-4 (with all values below zero counting as one) rolls on that BIOME's fishing table. The results can be good or bad and each roll the player gets a random result.

BIOMES included in this rule:
Players:
* When Rolling to fish in this biome you gain one trading card with a random player's username, Current title, and avatar.

WIKIPEDIA:
When you roll this fishing table the mod clicks the random page on Wikipedia and you gain a chip named after the Wikipedia article. Chips generated in this way have no color and cannot be combined

OCEAN:
FISHING TABLE
a shark bites you and you lose one random chip
a squid squirts ink and one of your chips becomes back
You catch a tuna
You catch an octopus
You catch an anglerfish
You catch a lobster

Hit Points
All players begin the game with 10 hitpoints. This includes existing players.
Chipcrement v2
You can remove one (orange/purple/lime, to be decided randomly on time of enacting) chip from yourself to give a chip value a bonus 0.5 points, on top of any other values the chip has. These bonuses are stackable. The boost will not be announced.
TRADING CARD EDITIONS AND DISTRIBUTION
Player trading cards are defined as being different editions if they have different pictures or text on them. (E.g if a player changes their avatar and a card is created before and after the change the new card will be of a different edition. If a trading card is created of a player and they change their avatar twice before a card is created of them then no edition of the in between avatar will exist. If a player's avatar or title changes to match a previous edition then cards of that edition are made but marked as a reprint. Reprints are worth half points.

A player wins if they collect at least one of every edition of every player card.

When this rule passes each player gains seven of their own player card and one of any other player card that they privately choose.

Players may trade player cards following the same rules for trading chips.

Players cards are not chips.
TRADING CARD EXPANSION RULE
If you get 3 of the same player's trading card, you can trade them all in to gain chips equal to the aforementioned player's chips. All players gain 1 copy of their own trading card when this rule is passed. The latter portion of this rule (beginning with the word "All") may be used retroactively.
Slots
Roll 3d7 if you roll three 7's then you get 777X what you bet.
Team Voting Power
Whilst teams are active and in play, everyone's voting power is equal to the number of players on the opposite team
