I can see why he thought it counted. 3 of his 4 last rolls were 1s. I think the rule might be a bit vague because the last time it was probably an issue was when people weren't rolling multiple dice with each normal attack. Depends on what you mean by that. Even single cells are "aware" of things but have no real thoughts of their own. They also seem to be acting independently of each other and unless someone is controlling them they do seem to be able to react at least, I don't think we gave them a chance to show initiative and attack us first.
