I'm assuming that that's 3 so I'll fill the rest of the proposal list with two rules concerning the end of the game.

310: The game ends when a win condition is reached. A win condition is counted as any rule which states that a player "wins", "wins the game" or any variation of such.

(This rule is to define what a win condition is and to have the game end when a win condition is reached.)

311: If a player reaches 10000 Reputation, they win the game. The player with the most Reputation at the end of the game wins alongside whoever wins the game.

(And this rule is just a redefined version of a rule from Rules Game because I'm not creative)

I am opposed to win conditions in Nomic - I think part of the fun is just going as long as you can and building the best ruleset.

Ah, that's fair.
However, I feel that if the game never ends, eventually the game dies and goes unfinished, and a unfinished game is unsatisfying.
And as for 310 being useless, there's no mention of winning anywhere. Also I may or may not have reasons to make a proposal as useless as that anyways.

We shouldn't each be sending a player a reminder every 48 hours or so. One pm shall be enough, and the moderator is the most logical person to have do it. (Don't forget that this change invalidates logan5123's vote per the recent rule changes.)

Proposal 314: A president shall be elected by a democratic election. Players may not vote for themselves. The first election shall run from the time this proposal passes until 48 hours after such time. The president is whoever wins by plurality; if there is a tie, a run-off election shall be conducted among the tied candidates. Presidents serve for a term of 76 hours starting from the time when they are officially declared president. While a player is the president, they may unilaterally veto any proposal, instantly killing it. A president may not be elected twice in a row. Subsequent elections shall also be 48 hours and shall run when a presidential term has ended.
