Proposal 338: When a player's Reputation becomes negative, that player becomes "dead". Notwithstanding all other rules governing number of votes, dead players have no vote. A dead player gains one Reputation every 24 hours. When a dead player's Reputation becomes zero or positive, that player ceases to be dead.

I would consider voting yea.

I would rule that this is valid. Functionally equivalent implies that the two proposals must have the exact same effect. Allowing the option to decline adds a new effect that was not previous done.
