I find it surprising too, but looking at it a certain way it would make sense to weaken a Traffic Analyst specifically by putting all the scum in a neighborhood together. That along with a 1-Shot Cop would actually be pretty balanced.

Another point I am connecting with is our recent game in common. You had Shiki as scum, not me. I imagine that you have assimilated my arrogance in that game with what I demonstrated here, which makes sense if you are scum here and already know that I'm inside my town-meta.
