But the fact that scum would have to protect themselves instead of going on the offense is also a valid use of the Vig shot. And if scum has to use their ONLY Power role to counter the Vig, then you got 2 other people finding info still undeterred by the Jailkeeper.

Frankly a Vigilante getting rid of lynchbait also limits people they can use as scapegoats.
A tracker in this situation is someone who can out the other TIs thinking it's the Jailkeeper, and it also means guessing which scum does the kill. A Vigilante doesn't have that restriction.

It's 7:30 am on a Friday in September. Rain poured throughout the night, but a glance out the window showed the sun starting to fight through the clouds. I had barely started to drink my morning joe when a commotion outside caught my attention. Gathered in the town square, a number of residents seemed to be arguing. I couldn't make it out.
Upon approaching the crowd, I realized this was no simple disagreement. The townspeople were at each other's throats. I guess it's up to me settle this. I had barely begun to listen to the conversation when I was roped in. An old friend, penguinpower, started pointing at me. But for what?
Before I could respond, the crowd's attention turned elsewhere. A young girl named isis who I had recently become acquainted with said something questionable, but I didn't think much of it.
Recognizing my own excitement, I took a moment to collect myself. I realized that whatever this disagreement was about could only be solved one way: by semirandomly killing other citizens until it ended. I picked my first target.

As I organized my thoughts I couldn't help but notice one of the voices rise above the rest, disrupting my deduction. Ah, of course. Not_Mafia, the town idiot, was yelling as well, though it seemed to be unrelated to whatever the others were going on about. I'd do well to ignore him if possible. I started to drown out the useless noise and focus on the task before me. It was time to begin.
