Holiday policy

During the week of Thanksgiving, I'll act as if everyone's on V/LA (no one can be replaced) and adjust the timers to 3 days for Draft Phases and 5 days for Build Phases. This will be my policy for holidays, so it'll be the same arrangement for Christmas/New Year.
Exact times are 23 Nov 00:00 to 29 Nov 23:59 and 24 Dec 00:00 to 1 Jan 23:59. All times in UTC.
