UC is either scum!captain, who ordered a doc onto the target they wanted to off. Unlikely.
UC is either town!captain, who genuinely protected dotisi and the doc refused, allowing scum to kill. That means doc is scum and won't claim. They just need to push massclaim thru. A non-doc claim means UC is town.

Scum (wine) aren't going to have a scum!captain order a scum!doc to protect someone, only to refuse the protect and then kill that target, to then open claim what happened when they are in a dominant position.
