"3 Silver per 2 Ore symbols" means that for every 2 Ore symbols placed in your Village, you get 3 Silver (to be cashed out in the Second Market). Note that it counts symbols, and not individual villagers. If a villager has 2 such symbols, it'll count as 2 and not 1 for this purpose.

Aside from Ore, there are separate villagers that count other symbols instead.
