During a Build Phase:

I'll play the eligible villagers in ascending label order up until the build limit, skipping the Specials and paying any unlocking fees. I'll go over the villagers as many times as necessary as to catch ones with lower labels if ones with higher labels would validate them. If the only thing in the chain before a villager in hand is a Basic Villager, I'll return the villager with a label one lower than itself, wrapping around to the one with the highest label if it happens to be the first one in hand.
