I think that rising star should be reserved for people who haven’t won another individual award — if your play was good enough to win DC or paragon, rising star should go to someone else

Also that it should probably be only available in your first like, 2-3 years of active play on-site

Bring back a Most Improved scummy for players who are more established who suddenly shoot up in terms of their play but not necessarily enough to win DC or paragon
