If everyone claims D1, that guarantees at least four confirmed town, right? That plus two vigis and two cops seems... excessive, especially when scum have no way to block actions or otherwise punish massclaim. Mafia PGO is of marginal value since everyone can announce their target before the night.It's always the same. When you fire that first shot, no matter how right you feel, you have no idea who's going to die. You don't know whose children are going to scream and burn. How many hearts will be broken. How many lives shattered. How much blood will spill, until everybody does what they're always going to have to do from the very beginning... SIT DOWN AND TALK!-

Generally, if you want to have a setup with a lot of PR's, the safest thing is to make it semi-open, so either the PR's could be either alignment (like Pick Your Power X/Y), or not all the PR's will be in the game (like Stack the Deck), or there are a varying number of each PR (like Brass & Shrapnel).
To me, those all seem like better ideas than just upping the number of scum.
The PGO thing is on the right track, but that feels very punishing if they happen to get a good hit. I was thinking more along the lines of a roleblocker/rolestopper.It's always the same.
