If we re-force activation, that seems to stop it without banning the underlying accounts (unless I misunderstand and this has happened twice for the VeeGee account specifically and I just didn't see it)

My records do not reflect that, but it definitely something we will be keeping an eye on going forward.

If that is the case (it might be!), The REAL explanation for why they were able to do it twice was not that we needed to ban them entirely rather than merely force re-activation but that we forgot to force re-activation. I don't see any evidence of any user who has been logged as forced re-activation who reappears to spam again.
